Biography
Sheryl is a PhD Candidate with dissertation research in the area of subnational climate change policy and governance in the United States. She is exploring the dynamics at play between the state and municipal level in the area of climate policy and governance; the impact of state-level climate policy on municipalities; the role of non-state actors in the development of climate policy; and how some municipalities are able to overcome or transform barriers into opportunities for climate action.
